If your apartment is covered by the City of Los Angeles Rent Stabilization Ordinance (RSO), your landlord can raise the rent only once every 12 months and only by the percentage the Los Angeles Housing Department (LAHD) publishes. For increases that take effect from July 1, 2026 through June 30, 2027, the allowable increase is 3%, according to LAHD. Enter your current rent below to see the maximum new rent.

How the RSO increase works
- The percentage: LAHD sets the annual increase from the Consumer Price Index. Under the City Council’s 2026 amendments, effective February 2, 2026, the formula is based on 90% of average CPI, with a floor of 1% and a ceiling of 4%. LAHD states that the annual increase is 3% from July 1, 2025 to June 30, 2027.
- Once every 12 months: the increase is not cumulative or retroactive. A landlord who skipped a year cannot add the missed percentage later.
- No utility add-on: from February 2, 2026, the annual increase may not include an extra percentage for utilities.
- Additional tenants: no increase is allowed for an added dependent. For an additional tenant who is not a dependent, the landlord may increase rent and deposit by 10% per added tenant, with notice rules, and must reduce it when that tenant leaves.
- Notice: state law requires 30 days’ written notice for increases of less than 10%.
- Is my unit covered? Look up your address on ZIMAS and open the Housing tab. Units outside the City of LA, such as Santa Monica, West Hollywood, Pasadena or unincorporated LA County, follow different rules.
